<p>En tant qu’outil gouvernemental d’appui à la maîtrise d’ouvrage communale, le Programme National de Développement Participatif (PNDP), partenaire de l’Association Internationale des Maires Francophones (AIMF) dans le déploiement du progiciel de gestion des finances locales, SIM_ba, vient de lancer un concours visant à primer les communes les mieux gérées du Cameroun. </p>
<p>Outre l’appropriation du projet de modernisation de la chaîne budgétaire et comptable des communes à travers le progiciel SIM_ba, les communes seront évaluées sur le dépôt régulier des états financiers de la commune aux Institutions habilitées (Trésor, Chambre des comptes de la Cour Suprême), la mobilisation des recettes fiscales propres, la diffusion du budget communal et du compte administratif auprès des populations, le fonctionnement du Comité Technique Communal de suivi du Budget d’investissement public (BIP), la cohérence entre les investissements financés sur fonds propres de la commune et le Plan communal de développement (PCD), la mise en place d'un mécanisme fonctionnel d'entretien et de pérennisation des ouvrages, la mise en œuvre des solutions endogènes dans les villages, la contractualisation des cadres communaux recrutés avec l’appui du PNDP et enfin la bonne utilisation du PRO_ADP.</p>
<p>A travers ce guichet qui instaure une compétition au sein des groupes de communes homogènes du point de vue de la catégorisation de leurs comptes administratifs et par région, l’enjeu est d’amplifier la mise en valeur des processus transformationnels de mentalités afin de donner une plus grande impulsion au développement local. </p>
<p> Pour en apprécier les efforts consentis par les communes d’un groupe et déterminer les communes à primer, le Programme a retenu des critères validés par ses Partenaires Techniques et financiers. Il y a à espérer que ce concours va susciter une saine émulation entre les communes d’un groupe donné. Et l'année 2017 marque la première année d’expérimentation du guichet performance. </p>

<p>Montant de l’enveloppe mise en jeu par catégorie : 50 millions de FCFA pour la commune la mieux notée, pour un total de 20 catégories. Les prix seront remis au cours d’une cérémonie organisée au niveau national en fin d’exercice.</p>
<p> Pour assurer le bon fonctionnement du guichet performance, un Comité National de Sélection (CNS) sera mis sur pied et les membres nommés par une décision du Ministre de l’Economie, de la Planification et de l’Aménagement du Territoire. Au niveau des Régions, il a été également mis en place une Equipe Technique Régionale (ETR). </p>
<p> C’est pour lancer officiellement l’opération que Louis Paul Motaze, ministre de l’Economie, de la Planification et de l’Aménagement du Territoire (MINEPAT) a présidé un atelier de lancement de ce Guichet le 06 juin 2017 à Yaoundé. A cette occasion, il a installé David Abouem à Tchoyi dans ses fonctions de président du Comité National de Sélection.</p>
<p> Il s’agit là de l’une des innovations de la troisième et dernière phase du PNDP qui a démarré en avril 2016 et qui s’achèvera en 2020. Son objectif est de renforcer la gestion des finances publiques locales et le processus de développement participatif dans les communes pour une meilleure fourniture des infrastructures sociales et économiques durables. </p>
