The Program is scheduled over 12 years of 3 phases: Phase I: Introduction: The first phase, carried out in a satisfactory manner, has defined the approaches and methods which have been implemented in six of the ten regions: Adamawa, the Centre, the Far North, North, West and South. These regions were selected by the Government on the basis of the following criteria: (i) the level of poverty as defined by poverty ECAM-II of 2001 survey, (ii) continuity of participatory initiatives have already been implemented and have attracted high local expectations, and (iii) the agro ecological diversity. In these six areas, the PNDP increased the size of previous projects of local participatory development. For example, it has co-financed implementation of micro projects in Councils and communities with local development plans developed by other stakeholders such as the project National extension of search farm (PNVRA), the support project to the community development (PADC), etc. Phase II: Expansion: The second phase will consolidate the results of the first phase and will extend the activities of the Program in all regions of Cameroon. It will also contribute to the finalization of the main reforms institutional decentralization initiated the first phase.
Phase III: Consolidation The 3rd phase shall (a) consolidate the achievements of the second phase in all the communes in the 10 regions and (b) continue the accompaniment of the Commons in the process of transfer of resources at the same time the transfer of skills.
