Councils in rural areas are the main target group of the program.

Direct beneficiaries:

•    Councils and communities supported during the first phase (Adamawa, Centre, Far-North, North, West and South);
•    Councils in rural area of East, Littoral, North – West regions;
•    Vulnerable groups like indigenous peoples (pygmies).

Indirect beneficiaries:

•    Public administrations;
•    Civil society organizations;
•    Mayors;
•    Council technical staff.

This particular category of actors, governments, organizations of civil society, will benefit from capacity building that will enable them to provide appropriate support to Councils in exercising their role as project owner in local development.
