Support to the elaboration of laws and decrees on decentralization

The PNDP is a major actor in the decentralization process. In fact, studies commissioned by the Program resulted in laws or decrees whose adoption and promulgation helped expand the existing legislative and regulatory framework. These are: Law No. 2009/019 of 15 December 2009 on local taxation, the law n ° 2009/011 of 10 July 2009 on financial regime of Regional and Local Authorities (CTD) and Order No. 00136/A/MINATD/DCTD of August 24, 2009, enforcing the standard organizational chart of municipal jobs.

Support to the implementation jobs in local councils

On the field of municipal employment, the Program has so far launched an extensive program to recruit 249 development agents and 248 financial agents for the benefit of Councils. In addition to being an outstanding contribution to the policy of promotion of employment at the national level, this initiative which is the result of consultation with the Ministry in charge of decentralization, is a qualitative and quantitative answer to the thorny problem of inadequate human resources faced by municipalities. In Councils where the experiment was tested on a pilot basis, we observed an improvement of at least 50% of own revenue and the rate of implementation of the municipal budget has also increased in the order of 50%.

Support for the implementation and application of new accounting sectoral plan

During the first phase, the Program completed a study that helped define the specifications of the computerization of Councils as part of the implementation of the new accounting sector plan. The results of this study should help to develop accounting software. Following discussions with the Afroleadership team(AIMF partner in Cameroon), and the mission organized to review the software SIM_ba,   a 65% match was estimated between the current version of the software and specifications previously developed for the computerization of local councils. In October 5th, 2010, a committee was set up by Decision No 0215/MINFI/SG/DGTCFM to reflect on the modernization of financial services in local councils. MINEPAT was requested to be represented in the committee. The Program proposes to provide the committee with the work already done by it.

During the first half of 2011, the municipal tenders board committees in the remaining 90 councils of the East, Littoral, North West and South West Regions, have been trained on the simplified guide elaborated for those involved in the process of the procurement and execution of contracts at the municipal level as part of the PNDP. It is expected that this training is supplemented by modules on the Cameroon Public Contracts Code   provided by the Regulatory Agency for Public Contracts (ARMP). After this training, the capacity of 512 people in total has been built.
