Financing agreements have just been signed between the Program for (PNDP) and some local councils. 317,946,131 FCFA this is the total amount of funding that PNDP is committed to make available to Yokadouma, and Gari Gombo Salapoumbé. The financing agreements were signed last Thursday in the town of Yokadouma in the presence of councilors, secretaries general of the municipal councils and local tax collectors concerned. Divisional Delegates and of course Administrative authorities represented by the Senior Divisional Officer Eloa Gabriel Esso were also present at this event. These funds are intended to finance the Council Development Plans (CDP), a kind of compass to guide the actions of mayors. Visual navigation said the SDO was giving way to well-designed projects with people according to their needs. Projects said the SDO should emanate from the concerns of the Growth and Employment Strategy (GES). The Regional Coordinator of PNDP, Solange Beatrice Bidang Motto presented the PNDP as an instrument of the Government to support the ongoing decentralization process. Initially, some councils had to sign agreements with the PNDP next year but only after a review of its coverage plan, after the first 04 councils of 2010 namely Moloundou, Kette, and Dimako Messok the remainder was covered in 2011. This will require more work in some context held by the PNDP locally hence the invitation of the mayors to comply with work schedules. She recalled the role of mayors, the City Council extended the sector (some decentralized services according to their skills, Comes that approve the Council Development Plans (CDP) and supervise the execution of micro-projects. Traditional authorities who are the facilitators, Local Support Organizations will assist Councils in the elaboration of CDP, and the municipality has as duty to monitor their field activities to ensure that no village has been forgotten. In the agreements signed in Yokadouma and Batouri in Kadey or Abong Mbang in the Upper Nyong, some municipalities will agree to a restraint on their endowments 25.millions reserved mainly for the promotion of Pygmies. In 2010, the town of Moloundou had already benefited from FCFA 115,642,131, bringing the prize pool of the Boumba and Ngoko to 433,588,342 FCFA. When we add the endowment last year and this year's amounting to Kadey 852.586.493F, the Upper Nyong in the same period a value of more than FCFA 1,858,256,000 and the recent Lom and Djerem amount of FCFA 614,675,938 are a total of nearly 3,759,106,777 FCFA which are made available to the 31 rural districts of the East, since the PNDP is currently only interested 'for this category of local authorities. The mayors said their satisfaction everywhere. With the decrease in timber royalties due to the effective implementation of the equalization this year, they seemed clueless. These "public funds" as it was reminded over and over by SDOs, come in addition to transfers from other means that began in fiscal 2010. |
